Constitution of the DPRoK

[u][b]Preamble[/b][/u]

The People of Kirkland have suffered under the rule of aristocrats and despots for long enough. The time has come for a nation of the People to flourish. We form the Democratic People’s Republic of Kirkland to further the efforts of the People to self-determination, freedom for economic inequality, establish political freedom, and to create a truly classless society for the People. We will strive, through this Constitution, to organize a society that benefits the masses of the People and that will work to achieve a Communist society.

[u][b]Article One: The Supreme People’s Congress[/b][/u]
[list][*]Section 1: All legislative power shall be vested in a Supreme People’s Congress.
[*]Section 2: Only members of the Communist Party of Kirkland may run for office in the Supreme People’s Congress.
[*]Section 3: No restrictions regarding the gender, age, race, religion, nationality, or sexual orientation may be placed on an individual to make them ineligible to hold office in the Supreme People’s Congress.
[*]Section 4: The term of office for the Supreme People’s Congress will be 3 months.
[*]Section 5: After the conclusion of the legislative term, a free election shall be held in which the entire population of the nation shall elect the individuals to serve in the Supreme People’s Congress for the next legislative term. No restrictions may be placed on individuals to make them ineligible to vote in the elections for the Supreme People’s Congress.
[*]Section 6: Representatives shall be apportioned among the several Republics of the Democratic People's Republic of Kirkland. For every three citizens residing in a Republic there will be one congressperson that will represent them in the Supreme People's Congress. Each Republic will be guaranteed at least one representative regardless of total population. To determine the apportionment, every four (4) months a census will be taken in each Republic to determine residency. The Supreme People's Court will be responsible for validating apportionment
[*]Section 7: The Supreme People’s Congress shall have to power to pass any and all measures that are deemed necessary for the advancement of communism in the Democratic People’s Republic of Kirkland. Bills may only be introduced for a vote upon being granted approval by the Chairman of the Supreme People’s Congress and after having been placed on the official legislative docket of the Supreme People’s Congress. Legislation may be passed with the approval of a plurality of the Congresspeople present at the time of a vote.
[*]Section 8: Measures passed by the Supreme People’s Congress shall superior any policies adopted by any Republic of the Democratic People’s Republic of Kirkland but will be inferior to this Constitution.
[*]Section 9: All speech made by Congresspeople during official debate of a proposal, be it on the floor of the Supreme People’s Congress or in one its constituent committees, shall be protected speech and no Congressperson may be accused of any crime for utterances made during official debate. This protection shall also extend to aides of Congresspeople who are acting in an official capacity for a Congressperson. This protection shall also extend to utterances made by individuals called upon to give official testimony to the Supreme People’s Congress.
[*]Section 10: The Supreme People’s Congress may not:
[list][*]pass ex post facto laws
[*]pass bills of attainder
[*]pass laws limiting the movement of persons inside the borders of the Democratic People’s Republic of Kirkland
[*]issue titles of nobility
[*]or suspend the issuance of writs of habeas corpus except in the cases of rebellion or invasion[/list]
[*]Section 11: All allocations of money must be approved by a simple majority of all the Congresspeople.
[*]Section 12: Declarations of war must be approved by a simple majority of all the Congresspeople.
[*]Section 13: Treaties must be approved by a simple majority of all the Congress People.
[*]Section 14: The raising of armies, or creation of naval and air forces must be approved by a plurality of all the Congresspeople.
[*]Section 15: A state of emergency must be approved by a simple majority of all the Congresspeople.
[*]Section 16: Repeal of decrees issued by either the Council of People’s Commissars or the Premier must be approved with a plurality of all the Congresspeople.
[*]Section 17: The Supreme People’s Congress shall have the sole power to form and approve the rules and other decorum to be followed by Congresspeople. Congressional rules must be approved by a simple majority of all the Congresspeople.
[*]Section 18: The Supreme People’s Congress shall have the power to award honorific titles. The Supreme People’s Congress may also commission awards to be bestowed on exemplary individuals.
[*]Section 19: At the commencement of each new legislative term the Supreme People’s Congress shall appoint from amongst its members a Chairman of the Supreme People’s Congress. Advisement and approval from the Political Bureau of the Communist Party of Kirkland is required in the appointment process for the Chairman of the Supreme People’s Congress. The Chairman of the Supreme People’s Congress will be considered the official head of government of the Democratic People’s Republic of Kirkland. The appointee must be approved by a simple majority of all the Congresspeople. The duties of the Chairman will include:
[list][*]to form the legislative agenda of the Supreme People’s Congress for the current legislative term
[*]to preside over debates of the Supreme People’s Congress
[*]to punish Congresspeople who breach the established rules and decorum of the Supreme People’s Congress
[*]to appoint Congresspeople to the various committees of the Supreme People’s Congress[/list]
[*]Section 20: The Supreme People’s Congress shall have the responsibility of appointing the Council of People’s Commissars. Advisement and approval from the Political Bureau of the Communist Party of Kirkland is required in the appointment process for the Council of People’s Commissars. Appointments to the Council of People’s Commissars must be approved with a simple majority of all the Congresspeople.
[*]Section 21: The Supreme People’s Congress shall have the responsibility to appoint the Premier of the Democratic People’s Republic of Kirkland. Advisement and approval from the Political Bureau of the Communist Party of Kirkland is required in the appointment process for the Premiership. Appointment of an individual to the Premiership must be approved by a simple majority of all the Congresspeople.
[*]Section 22: The Supreme People’s Congress shall have the power to appoint the Governors of the Republics of the Democratic People’s Republic of Kirkland. Advisement and approval from the Political Bureau of the Communist Party of Kirkland is required in the appointment process for Governors. Appointment of an individual to a Governorship must be approved by a simple majority of all the Congresspeople.
[*]Section 23: The Supreme People’s Congress shall have the sole power to issue a motion of no confidence against the Council of People’s Commissars and the Premier. Upon the passage of a motion of no confidence the subject(s) of the motion shall be immediately removed from office. After removal, the Supreme People’s Congress is required to immediately begin the appointment process in order to fill the now vacant process. In order for a motion of no confidence to pass it must be approved by a two-thirds majority of all the Congresspeople.[/list]


[u][b]Article Two: Council of People’s Commissars[/b][/u]
[list][*]Section 1: The Council of People’s Commissars shall be the executive council of the Democratic People’s Republic of Kirkland.
[*]Section 2: The Council of People’s Commissars will be comprised of the heads of the various People’s Commissariats that make up the administration of the Democratic People’s Republic of Kirkland.
[*]Section 3: Appointment to the Council of People’s Commissars will be made with approval from the Supreme People’s Congress and the Political Bureau of the Communist Party.
[*]Section 4: The Council will have the power to undertake the following actions in accordance with measures passed by the Supreme People’s Congress:
[list][*]Management of the national economy and socio-cultural construction and development
[*]Formulate and submit of a one-year plan for economic and social development to the Supreme People’s Congress along with the state budget.
[*]Defence of the interests of state, communist property, public order and protect the rights of Kirkish citizens
[*]Ensure state security
[*]General leadership over the People’s Armed Defence Forces
[*]Provide general leadership of the nation in matters of foreign affairs
[*]Create organizations within the Council to aid in administration[/list]
[*]Section 5: The Council will undertake the day-to-day operation of the Commissariats. In this role the Commissars will have the power to take any actions necessary, within the constraints issued by the Supreme People’s Congress, to effectively and efficiently manage the Commissariat of which they are in charge.
[*]Section 6: In the event that the Supreme People’s Congress is determined to be unable to act on an issue with necessary speed, the Council shall have the power to issue executive decrees that carry the force of law. These decrees may later be repealed by the Supreme People’s Congress.
[*]Section 7: The Council shall have the power to appoint judges and other legal officials.
[*]Section 8: The head of the Council of People’s Commissars will be the Premier of the Democratic People’s Republic of Kirkland.[/list]

[u][b]Article Three: The Premier[/b][/u]
[list][*]Section 1: All executive power will be vested in the office of the Premier who will be considered the head of state of the Democratic People’s Republic of Kirkland.
[*]Section 2: The Premier will be selected by the Supreme People’s Congress with approval of the Political Bureau of the Communist Party.
[*]Section 3: Only a member of the Communist Party of Kirkland may be the Premier of the Democratic People’s Republic of Kirkland.
[*]Section 4: The Premier shall have the following powers:
[list][*]Negotiate treaties with foreign nations
[*]Represent the Democratic People’s Republic in foreign nations
[*]Act as the Commander-in-Chief of the People’s Armed Defence Forces
[*]Issue executive decrees that hold the weight of binding law. These decrees may later be repealed by the Supreme People’s Congress.[/list]
[*]Section 5: Powers that may be exercised by the Council of People’s Commissars may also be exercised by the Premier.[/list]

[u][b]Article Four: The Judiciary[/b][/u]
[list][*]Section 1: The powers of the judiciary are to be exercised by a Supreme People’s Court.
[*]Section 2: The Supreme People’s Court shall have to power to issue rulings that may punish citizens for breeches of the law.
[*]Section 3: Judges must take an oath before the beginning of a case to issue a ruling based only on their interpretation of the law and this Constitution.
[*]Section 4: All citizens are to be considered equal under the law.
[*]Section 5: All court proceedings shall be public unless a private hearing is requested by the prosecutor or the defendant.
[*]Section 6: Defendants are guaranteed free legal assistance for the duration of their court case.
[*]Section 7: No one may be punished for an action that is not defined as a crime in the laws of the nation.
[*]Section 8: Free legal advice shall be made available for any individual that wishes to receive it.
[*]Section 9: Representatives of public organisations and of work collectives may take part in civil and criminal proceedings.
[*]Section 10: Economic disputes are to be settled by an independent, state-sponsored arbitrator.
[*]Section 11: The Supreme People's Court will validate all apportionment of congresspeople to the Supreme People's Congress. This validation will come in the form of a vote of all the justices of the Supreme People's Court. Validation will be granted with approval of a simple majority of all justices.[/list]

[u][b]Article Five: The Communist Party[/b][/u]
[list][*]Section 1: The Communist Party shall be the only legitimate political party in the Democratic People’s Republic of Kirkland.
[*]Section 2: The Communist Party, armed with Marxism-Leninism, will determine the general perspectives of the development of society and the course of the home and foreign policy of the Democratic People’s Republic of Kirkland, direct the great constructive work of the Kirkish people, and impart a planned, systematic and theoretically substantiated character to their struggle for the victory of communism.
[*]Section 3: The Communist Party will have the power to determine all of its internal policy regarding the admittance of citizens as party members.
[*]Section 4: The supreme power of the Communist Party will be vested in the Party Congress.
[list][*]Subsection 1: The Party Congress will be convened once every 6 months.
[*]Subsection 2: The Party Congress will be comprised of delegates that are elected by the Party members prior to the Party Congress.
[*]Subsection 3: The Party Congress may contain no more than 30 delegates.
[*]Subsection 4: At the Party Congress, the delegates will handle all major business of the party and will close the session by electing a 10 member Central Committee to run the party until the convening of the next Party Congress.[/list]
[*]Section 5: The Central Committee of the Communist Party will handle the day-to-day administration of the Communist Party between Party Congresses.
[list][*]Subsection 1: The Central Committee may form all internal Party policy.
[*]Subsection 2: The Central Committee will manage the various Party apparatuses.
[*]Subsection 3: The Central Committee will appoint a 5 member Political Bureau.[/list]
[*]Section 6: The Political Bureau will act as the primary leadership organization of the Communist Party.
[list][*]Subsection 1: The Political Bureau will have the power to determine which Party members are eligible to run for the Supreme People’s Congress.
[*]Subsection 2: The Political Bureau may direct the votes of Party members in the Supreme People’s Congress.
[*]Subsection 3: The Political Bureau may direct the Council of People’s Commissars and the Premier to enact decrees that, in the determination of the Party, are necessary for the advancement of Communism.
[*]Subsection 4: Appointments to the Council of People’s Commissars must be approved by a plurality of the members of the Political Bureau.
[*]Subsection 5: Appointment of the Premier of the Democratic People’s Republic of Kirkland will require the approval of a plurality of the members of the Political Bureau.
[*]Subsection 6: The Political Bureau will have the sole power to appoint the Secretary General of the Communist Party.[/list]
[*]Section 7: The Secretary General of the Communist Party will be the head of the party.
[list][*]Subsection 1: The Secretary General will have the power to exercise all actions necessary for the effective and efficient management of the Communist Party.
[*]Subsection 2: Powers exercised by the Central Committee of the Communist Party or the Political Bureau of the Communist Party may also be exercised by the Secretary General.[/list]
[*]Section 8: The Communist Party will be permitted to enact its own Party Constitution so long as it does not conflict with any of the bodies outlined in this Constitution.[/list]

[u][b]Article Six: Rights and Duties of Citizens[/b][/u]
[list][*]Section 1: All citizens will be guaranteed the right to rest and leisure
[*]Section 2: All citizens will be guaranteed the right to a job if they request it.
[*]Section 3: All citizens will be guaranteed the right to health care
[*]Section 4: All citizens will be guaranteed the right to maintenance in old age, in sickness, and in the event of complete or partial disability or loss of the breadwinner
[*]Section 5: All citizens will be guaranteed the right to housing
[*]Section 6: All citizens will be guaranteed the right to education
[*]Section 7: All citizens will be guaranteed the right to cultural benefits in the form of music, art, and literature.
[*]Section 8: All citizens will be guaranteed the right to freedom of scientific, technical, and artistic work.
[*]Section 9: All citizens will be guaranteed the right to vote in elections of the Supreme People’s Congress.
[*]Section 10: All citizens will be guaranteed the right to submit proposals to state bodies and public organisations for improving their activity, and to criticize shortcomings in their work.
[*]Section 11: All citizens will be granted the freedom of speech, of the press, and of assembly, meetings, street processions and demonstrations in accordance with the interests of the people and in order to strengthen and develop the communist system
[*]Section 12: All citizens will be granted the freedom to associate in public organisations that promote their political activity and initiative and satisfaction of their various interests in accordance with the aim of building the communist system.
[*]Section 13: All citizens will be guaranteed freedom of conscience, that is, the right to profess or not to profess any religion, and to conduct religious worship or atheistic propaganda. Incitement of hostility or hatred on religious grounds is prohibited. The church is to be separated from the state and the state to be separated from the church. Religious institutions may not establish educational institutions.
[*]Section 14: All citizens will be free to marry whomever they choose so long as consent for the union is given by both parties.
[*]Section 15: All citizens will be granted inviolability of the person, home, correspondence, telephone conversations, telegraphic communications, and internet conversations.
[*]Section 16: Citizens' exercise of their rights and freedoms is inseparable from the performance of their duties and obligations.
[*]Section 17: It is the duty of, and matter of honour for, every able-bodied citizen of the Democratic People's Republic of Kirkland to work conscientiously in his chosen, socially useful occupation, and strictly to observe labour discipline. Evasion of socially useful work is incompatible with the principles of communist society.
[*]Section 18: Citizens of the Democratic People’s Republic of Kirkland are obliged to preserve and protect socialist property. It is the duty of a citizen of the Democratic People’s Republic of Kirkland to combat misappropriation and squandering of state and socially-owned property and to make thrifty use of the people's wealth. Persons encroaching in any way on socialist property shall be punished according to the law.
[*]Section 19: Citizens of the Democratic People’s Republic of Kirkland are obliged to safeguard the interests of the Kirkish state, and to enhance its power and prestige. Defence of the Communist Fatherland is the sacred duty of every citizen of the Democratic People’s Republic of Kirkland. Betrayal of the Fatherland is the gravest of crimes against the people.
[*]Section 20: Military service in the ranks of the People’s Armed Defence Forces of the Democratic People’s Republic of Kirkland is an honorable duty of Kirkish citizens
[*]Section 21: Citizens of the Democratic People’s Republic of Kirkland are obliged to protect nature and conserve its riches.
[*]Section 22: Concern for the preservation of historical monuments and other cultural values is a duty and obligation of citizens of the Democratic People’s Republic of Kirkland.
[*]Section 23: It is the internationalist duty of citizens of the Democratic People’s Republic of Kirkland to promote friendship and co-operation with peoples of other lands and help maintain and strengthen world peace.
[*]Section 24: Any actions deemed by any organ of the state to be counterrevolutionary or acting against the communist ideals of the Democratic People’s Republic of Kirkland will not be considered protected under the rights listed in Article Six of this Constitution.[/list]

[u][b]Article Seven: State Ideology[/b][/u]
[list][*]Section 1: The state shall use the ideology of Marxism-Leninism to advance the cause of communism both domestically and internationally.
[*]Section 2: The state shall have an atheistic approach to religion. The state will in no way embrace religion through any of its actions, words, or deeds.
[*]Section 3: The leading and guiding force of the Kirkish society and the nucleus of its political system, of all state organisations and public organisations, is the Communist Party of the Democratic People’s Republic of Kirkland. The CPK exists for the people and serves the people.
[*]Section 4: Trade unions, the Young Communist League co-operatives, and other public organisations, participate, in accordance with the aims laid down in their rules, in managing state and public affairs, and in deciding political, economic, and social an cultural matters.
[*]Section 5: Work collectives take part in discussing and deciding state and public affairs, in planning production and social development, in training and placing personnel, and in discussing and deciding matters pertaining to the management of enterprises and institutions, and the use of funds allocated both for developing production and for social and cultural purposes and financial incentives. Work collectives promote socialist emulation, the spread of progressive methods of work, and the strengthening of production discipline, educate their members in the spirit of communist morality, and strive to enhance their political consciousness and raise their cultural level and skills and qualifications.
[*]Section 6: The principal direction in the development of the political system of Kirkish society is the extension of socialist democracy, namely ever broader participation of citizens in managing the affairs of society and the state, continuous improvement of the machinery of state, heightening of the activity of public organisations, strengthening of the system of people's control, consolidation of the legal foundations of the functioning of the state and of public life, greater openness and publicity, and constant responsiveness to public opinion.
[*]Section 7: The foundation of the economic system of the Democratic People's Republic of Kirkland is communist ownership of the means of production in the form of state property (belonging to all the people), and collective farm-and-co-operative property. Communist ownership also embraces the property of trade unions and other public organisations which they require to carry out their purposes under these rules. The state protects communist property and provides conditions for its growth. No one has the right to use socialist property for person gain or other selfish ends.
[*]Section 8: State property, i. e. the common property of the Kirkish people, is the principal form of communist property. The land, its minerals, waters, and forests are the exclusive property of the state. The state owns the basic means of production in industry, construction, and agriculture; means of transport and communication; the banks; the property of state-run trade organisations and public utilities, and other state-run undertakings; most urban housing; and other property necessary for state purposes.
[*]Section 9: The property of collective farms and other co-operative organisations, and of their joint undertakings, comprises the means of production and other assets which they require for the purposes laid down in their rules. The land held by collective farms is secured to them for their free use in perpetuity. The state promotes development of collective farm-and-co-operative property and its approximation to state property. Collective farms, like other land users, are obliged to make effective and thrifty use of the land and to increase its fertility.
[*]Section 10: Earned income forms the basis of the personal property of Kirkish citizens. The personal property of citizens of the Democratic People’s Republic of Kirkland may include articles of everyday use, personal consumption and convenience, the implements and other objects of a small-holding, a house, and earned savings. The personal property of citizens and the right to inherit it are protected by the state. Citizens may be granted the use of plots of land, in the manner prescribed by law, for a subsidiary small-holding (including the keeping of livestock and poultry), for fruit and vegetable growing or for building an individual dwelling. Citizens are required to make rational use of the land allotted to them. The state, and collective farms provide assistance to citizens in working their small-holdings. Property owned or used by citizens shall not serve as a means of deriving unearned income or be employed to the detriment of the interests of society.
[*]Section 11: The source of the growth of social wealth and of the well-being of the people, and of each individual, is the labour, free from exploitation, of Kirkish people. The state exercises control over the measure of labour and of consumption in accordance with the principle of communism: "From each according to his ability, to each according to his work". It fixes the rate of taxation on taxable income. Socially useful work and its results determine a person's status in society. By combining material and moral incentives and encouraging innovation and a creative attitude to work, the state helps transform labour into the prime vital need of every Kirkish citizen.
[*]Section 12: The supreme goal of social production under communism is the fullest possible satisfaction of the people's growing material, and cultural and intellectual requirements. Relying on the creative initiative of the working people, communist emulation, and scientific and technological progress, and by improving the forms and methods of economic management, the state ensures growth of the productivity of labour, raising of the efficiency of production and of the quality of work, and dynamic, planned, proportionate development of the economy.
[*]Section 13: The economy of the Democratic People’s Republic of Kirkland is an integral economic complex comprising all the elements of social production, distribution, and exchange on its territory. The economy is managed on the basis of state plans for economic and social development, with due account of the sectoral and territorial principles, and by combining centralised direction with the managerial independence and initiative of individual and amalgamated enterprises and other organisations, for which active use is made of management accounting, profit, cost, and other economic levers and incentives.
[*]Section 14: In the Democratic People’s Republic of Kirkland, the law permits individual labour in handicrafts, farming, the provision of services for the public, and other forms of activity based exclusively on the personal work of individual citizens and members of their families. The state makes regulations for such work to ensure that it serves the interest of society.
[*]Section 15: In the interests of the present and future generations, the necessary steps are taken in the Democratic People’s Republic of Kirkland to protect and make scientific, rational use of the land and its mineral and water resources, and the plant and animal kingdoms, to preserve the purity of air and water, ensure reproduction of natural wealth, and improve the human environment.
[*]Section 16: The social basis of the Democratic People’s Republic of Kirkland is the unbreakable alliance of the workers, peasants, and intelligentsia. The state helps enhance the social homogeneity of society, namely the elimination of class differences and of the essential distinctions between town and country and between mental and physical labour, and the all-round development and drawing together of the people of the Democratic People’s Republic of Kirkland.
[*]Section 17: In accordance with the communist ideal--"The free development of each is the condition of the free development of all"--the state pursues the aim of giving citizens more and more real opportunities to apply their creative energies, abilities, and talents, and to develop their personalities in every way.
[*]Section 18: The state concerns itself with improving working conditions, safety and labour protection and the scientific organisation of work, and with reducing and ultimately eliminating all arduous physical labour through comprehensive mechanization and automation of production processes in all branches of the economy.
[*]Section 19: A programme is being consistently implemented in the Democratic People’s Republic of Kirkland to convert agricultural work into a variety of industrial work, to extend the network of educational, cultural, and medical institutions, and of trade, public catering, service and public utility facilities in rural localities, and transform hamlets and villages into well-planned and well-appointed settlements.
[*]Section 20: The state pursues a steady policy of raising people's pay levels and real incomes through increase in productivity. In order to satisfy the needs of Kirkish people more fully social consumption funds are created. The state, with the broad participation of public organisations and work collectives, ensures the growth and just distribution of these funds.
[*]Section 21: In the Democratic People’s Republic of Kirkland, state systems of health protection, social security, trade and public catering, communal services and amenities, and public utilities, operate and are being extended. The state encourages co-operatives and other public organisations to provide all types of services for the population. It encourages the development of mass physical culture and sport.
[*]Section 22: In the Democratic People’s Republic of Kirkland there is a uniform system of public education, which is being constantly improved, that provides general education and vocational training for citizens, serves the communist education and intellectual and physical development of the youth, and trains them for work and social activity.
[*]Section 23: In accordance with society's needs, the state provides for planned development of science and the training of scientific personnel and organises introduction of the results of research in the economy and other spheres of life.
[*]Section 24: The state concerns itself with protecting, augmenting and making extensive use of society's cultural wealth for the moral and aesthetic education of the Kirkish people, for raising their cultural level. In the Democratic People’s Republic of Kirkland development of the professional, amateur and folk arts is encouraged in every way.
[*]Section 25: Defence of the Communist Fatherland is one of the most important functions of the state, and is the concern of the whole people. In order to defend the gains of communism, the peaceful labour of the Kirkish people, and the sovereignty and territorial integrity of the state, the Democratic People’s Republic of Kirkland maintains armed forces and has instituted universal military service. The duty of the People’s Armed Defence Forces of the Democratic People’s Republic of Kirkland to the people is to provide reliable defence of the communist Fatherland and to be in constant combat readiness, guaranteeing that any aggressor is instantly repulsed.
[*]Section 26: The state ensures the security and defence capability of the country, and supplies the People’s Armed Defence Forces of the Democratic People’s Republic of Kirkland with everything necessary for that purpose. The duties of state bodies, public organisations, officials, and citizens in regard to safeguarding the country's security and strengthening its defence capacity are defined by the legislation of the Democratic People’s Republic of Kirkland.[/list]

[u][b]Article Eight: National-State Structure[/b][/u]
[list][*]Section 1: The constituent political divisions of the Democratic People’s Republic of Kirkland shall be called Republics.
[*]Section 2: Each Republic will be overseen by a Governor.
[*]Section 3: Governors will have full discretion to administer their Republics in accordance with this Constitution and the laws of the nation.
[*]Section 4: New Republic will be admitted upon approval of a simple majority of all the Congresspeople of the Supreme People’s Congress and the approval of the Political Bureau of the Communist Party.[/list]

[u][b]Article Nine: Citizenship[/b][/u]
[list][*]Section 1: An individual will be considered a citizen of the Democratic People’s Republic of Kirkland upon acceptance of Articles of Citizenship.
[list][*]Subsection 1: The Articles of Citizenship will be determined by a plurality of the Congresspeople in the Supreme People’s Congress and approval by the Political Bureau of the Communist Party.[/list]
[*]Section 2: Upon being granted citizenship an individual will be held in accordance with the rights and duties of a citizen as outlined in Article Six of this Constitution.[/list]

[u][b]Article Ten: Supremacy of the Constitution and Amending the Constitution[/b][/u]

[list][*]Section 1: The Constitution of the Democratic People’s Republic of Kirkland will be the supreme law of the land. All laws of the nation must be in accordance with this Constitution.
[*]Section 2: This Constitution may only be amended upon approval of two-thirds of the Supreme People’s Congress, the approval of the Political Bureau of the Communist Party, and the support of a simple majority of all the citizens of the Democratic People’s Republic of Kirkland in an special vote.[/list]
