Military Officer Communist Party Membership Requirements

All officers at or above the rank of Captain in all branches are required to be members of the Communist Party to be able to hold their rank. Any officer at or above the prescribed rank that is not a Communist Party members will not be be permitted to retain their rank and will be given a rank below the capped rank.

Establishment of the Office of Political Commissars

  1. The Office of Political Commissars will become a sub-branch of the People's Armed Defence Force. This office will, however, not be subordinate to any other branch of the PADF, the People's Commissariat for Defence, or any other branch of the Government of Kirkland. The Office of Political Commissars will only be accountable to the Communist Party of Kirkland and its apparatuses.
  2. The Office of Political Commissars will be divided into three ranks (in ascending order): political officers, political commissars, and the Chief Political Commissar.
    • Political officers will be assigned to units company size and smaller.
    • Political commissars will be assigned to units battalion size and larger.
    • The Chief Political Commissar will be the head of the Office of Political Commissars.
  3. All military units above the size of squad are required to have a political officer or political commissar from the Office of Political Commissars assigned to it at all times.
  4. The political officers and commissars are to be responsible for educating soldiers, both enlisted men and officers, in the basic principles and ideas of communism and socialism. They also will have the duty of educating all soldiers on basic knowledge if requested by the soldier.
  5. Political officers and commissars shall be required to ensure that all orders issued by non-commissioned and commissioned officers follow the ideals of communism. In the event that an order is deemed by the political officer or commissar to be counter-revolutionary or anti-communist, then the political officer or commissar may issue an order that is contradictory to the original order. The new order shall supersede the original order and must be followed to the letter. Failure by any soldier to follow the new order will result in immediate punishment equal to the punishment for insubordination.
  6. Political officers and commissars may issue judgements and punishment for any crime committed by a soldier on the field of battle. These judgements and punishments are to be final and may not be appealed.
  7. The Chief Political Commissar of the Office of Political Commissars will be guaranteed a voting seat on the General Staff. The Chief Political Commissar of the Office of Political Commissars will also be given full power to veto any measure or policy that is issued by the General Staff despite the overall vote on the new measure or policy. The veto power should be used only for ideological reasons to ensure that all measure and policies adhere to the basic principles and ideas of communism and socialism.

Establishment of the Kirkland News Network

  1. A state-run news organization shall be established under the name Kirkland News Network (KNN).
  2. The KNN will be the official source of news and information in the Democratic People's Republic of Kirkland.
  3. The government shall have the power to dictate, monitor, and edit any news that emanates from the KNN and any of its subsidiaries.
  4. News sources other than the KNN must be approved on a case by case basis.
  5. All news sources in the Democratic People's Republic of Kirkland shall be subject to review by the government. If a news story or any other part of a publication or broadcast is deemed to be counter-revolutionary then it is subject to immediate editing by the government or complete removal of the item in question. Also, the person(s) responsible for any publication or broadcast that is deemed counter-revolutionary will be arrested and punished for counter-revolutionary activities and for dissiminating counter-revolutionary propaganda.
    1. The distribution of counter-revolutionary propaganda will be considered a low crime.
  6. The Committee on Information and Broadcasting (CIB) will be placed in charge of all government dictation, monitoring, and editing of all news sources in the Democratic People's Republic of Kirkland. The CIB shall directly manage the KNN. It shall be the duty of the CIB to ensure that no publication or broadcast disseminates counter-revolutionary propaganda. The CIB will be responsible for investigating any possible counter-revolutionary publications or broadcasts. The CIB will be a Committee under the management of the People's Commissariat for Internal Affairs.

  1. If we are permitted to be granted our claim on Micras, then that territory will be called Alovia.
  2. This name is given as a reflection as that former territory's status in Kirkland's national history.

Creation of the Committee for Resettlement

  1. The Committee on Residency and Resettlement will be an administrative subdivision inside the People's Commissariat for Internal Affairs.
  2. The Committee on Residency and Resettlement will be responsible for keeping records on the residency and movement of people inside the Democratic People's Republic of Kirkland.
  3. The Committee on Residency and Resettlement will not be permitted to deny a citizen the right to move residency. The Committee on Residency and Resettlement shall exist only to keep records.
  4. Citizens wishing to move their residency will be required to file a Change of Residency Form with the Committee on Residency and Resettlement. This form will ensure that the government is aware of the residency of each citizen.
  5. Failure of a citizen to report their change of residency will result in the requisition of funds from the offending citizen's bank account. The Committee on Residency and Resettlement will be responsible for determining the exact amount to be requisitioned on a case by case basis.

Measures Concerning the New Republic of Alovia

  1. Yates City will be a planned city. No building may be built, or planned to be built, without the approval of the Yates City Planning Committee. The Yates City Planning Committee will be placed under the direct management of Governor Leon Ulyanov with the final plan requiring the approval of the Supreme People's Congress and the Political Bureau of the Communist Party.
  2. The ad hoc military base designated the Ulyanov Naval and Air Base will be made permanent and expanded. This base will be planned by the General Staff with the final plan requiring the approval of the Supreme People's Congress and the Political Bureau of the Communist Party. This base will hold the headquarters of the People's Naval Defence Force and the People's Air Defence Force.
  3. All government offices will be promptly moved to buildings in Yates City upon the completion of the building that they are to occupy. These buildings are to be centered in a government district to provide a central location for all government offices.
  4. Mines will be built in those places where ores may be easily and quickly gathered. Research will be done to find other sources of ore. Refining facilities will also be built as quickly as possible.
  5. Fishing will be undertaken in the Eastern Ocean to more easily feed the people of Alovia.
  6. All farming activities in Alovia will be placed under the management of People's Commissariat for Agriculture. Production goals will be set and enforced.
  7. Industrial facilities will be placed under the management of the People's Commissariat for Trade and Industry. Production goals will be set and enforced. Further industrial facilities are to be built with an emphasis on heavy industry. The number, amount, type, and products of new industrial facilities are to be determined by the People's Commissariat for Trade and Industry.

Concerning State Secrets and Information Security

  1. Certain government activities and documents require secrecy to be effective. For this reason we are hereby establishing a system by which activities and documents are to be categorized, classified, and given clearance.
  2. There will be five (5) levels of categorization. These levels are to be (in descending order):
    1. Top Secret
    2. Secret
    3. Confidential
    4. Controlled Unclassified
    5. Unclassified
  3. Categorization will be determined based on certain criteria. The criteria will be:
    1. Top Secret - Information that which whose release is liable to cause considerable loss of life, international diplomatic incidents, or severely impact ongoing intelligence operations.
    2. Secret - Information whose side-effects may be life-threatening, disruptive to public order or detrimental to diplomatic relations with friendly nations.
    3. Confidential - Information that includes considerable infringement on personal liberties, material damage to diplomatic relations, or to seriously disrupt day-to-day life in the country.
    4. Controlled Unclassified - Information that will have effects such as distress to individuals, adversely affecting the effectiveness of military operations, to compromise law enforcement, cause financial loss or improper gain, prejudice the investigation or facilitate the commission of a crime or disadvantage government in commercial or policy negotiations with others.
    5. Unclassified - Information that will have either extremely limited or no detrimental effects to state security, law enforcement, or military operations.
  4. Each level will have special restrictions placed upon them regarding access. These restrictions will be based on an individual's security clearance. Security clearance is to be determined by a range of tests. Each level will have a special test that an individual must pass in order to obtain the new security clearance. In order to obtain a higher clearance an individual must have passed the tests for the level(s) below the new level. The tests and clearances are as follows:
    1. Access Level - Grants access to areas where sensitive materials may be housed. Does not permit the viewing of sensitive materials. Must pass the Access Test which is to verify the applicant's identity and personal associations. An applicant would fail this test if the applicant were using a false identity or was determined to have associations with organizations the government has deemed counter-revolutionary or terrorist in nature. May also fail for associations with foreign intelligence services.
    2. Basic Level - Grants access to Controlled Unclassified and lower classified documents and information. On occasion this level will grant an individual supervised access to Confidential information as their work duties require. Must pass the Basic Access Test (BAT) which is to verify the applicant's identity, personal associations, previous employment/education, and residence. An applicant would fail this test if the applicant were using a false identity, was determined to have associations with organizations the government has deemed counter-revolutionary or terrorist in nature, was employed at or educated in a questionable institution, does not have valid residency in Kirkland, or falsified their residency information. May also fail for associations with foreign intelligence services.
    3. Intermediate Level - Grants access to Confidential and lower documents and information. On occasion this level will grant an individual supervised access to Secret information as their work duties require. Must pass the Intermediate Access Test (IAC) which will check the criminal record of the applicant, check with the Committee on State Security, and perform an interview of the applicant. An applicant would fail this test if the applicant were to have a criminal record, show up in a CSS check as a suspicious individual, or fail the interview.
    4. Advanced Level - Grants access to Secret and lower documents and information. On occasion this level will grant an individual supervised access to Top Secret information as their work duties require. Must pass the Advanced Access Test (AAT) which will check the criminal record of the applicant, check with the Committee on State Security, perform an interview of those close to the applicant to discern their character, and perform an interview of the applicant. An applicant would fail this test in the applicant were to have a criminal record, show up in a CSS check as a suspicious individual, be determined to have negative personality qualities, or fail the interview.
    5. Full Access Level - Grants access to Top Secret and lower documents and information. Must pass the Full Access Test (FAT) which will check the criminal record of the applicant, check with the Committee on State Security, perform an interview of those close to the applicant to discern their character, and perform an interview of the applicant. This test will have a much more stringent standard than that used in the AAT. An applicant would fail this test in the applicant were to have a criminal record, show up in a CSS check as a suspicious individual, be determined to have negative personality qualities, or fail the interview. Furthermore, any time a stressful situation is placed on the individual they will be required to be reexamined by the standards of this test to determine if they should remain at this clearance.
  5. Clearance levels must be reevaluated no less than once every year.
  6. Certain jobs will require a certain clearance level.
    1. Full Access - Committee on State Security members and operatives
    2. Basic Access - Worker's Militia investigators
    3. Access Level - Low level administrators, anyone working in a government facility
  7. Certain public officials will be granted automatic clearance levels.
    1. Full Access - Premier, General Staff, People's Commissar for Internal Affairs, People's Commissar for Foreign Affairs
    2. Advanced Access - Chairman of the Supreme People's Congress, People's Commissars
    3. Intermediate Access - Congresspeople
  8. Individuals given clearance levels Intermediate and above are subject to police monitoring without prior notification to ensure the safety of state secrets.
  9. Public release of documents or information categorized as Confidential or above will be considered a Low Crime and may be punished as such.
  10. Numerous or grievous releases of documents or information categorized as Confidential or above will be considered a High Crime. "Numerous" will be defined as the release of three or more documents or pieces of information. "Grievous" will be defined as releases of information that lead to the damaging of the Democratic People's Republic of Kirkland's reputation, endangerment of state activities in other nations, or disruption of military operations.
  11. The giving of any documents or information categorized as Confidential or above to a foreign government will be considered a High Crime.
  12. The lists and descriptions given are subject to change.

Concerning Languages

  1. There are to be three official languages in the Democratic People's Republic of Kirkland: English, German, and Russian
  2. English will be the working language for all governmental documents and activities.
  3. Any official document issued by the government may be translated into either German or Russian upon request and provided free of charge.
  4. Other official languages may be added at a later date.
  5. The above listed languages may be removed from official status at a later date.
  6. A special Committee on the Kirkish Language will be convened for the purpose of creating a uniquely Kirkish language. This language may be either entirely fictional or based on existing languages. The Committee on the Kirkish Language will operate under the People's Commissariat for Civil Affairs. Upon completion, or upon reaching the status of a working language, the Committee on the Kirkish Language will be the primary regulatory body for the language. The Committee on the Kirkish Language will be headed by Leon Ulyanov and he will have the final say in all decisions of that Committee.
