Decree on Martial Law

Since there have as yet been no laws that define and describe martial law I do hereby establish laws regulating the imposition of martial law.

[list=1][*]Martial law may be declared by either decree of the Premier or by an act of the Supreme People's Congress.
[list=a][*]If the Premier issues a decree establishing martial law then a plurality of the People's Commissars must approve the decree.
[*]The Premier or Supreme People's Congress must establish a time limit on martial law when it is established.
[*]The time limit may only be extended once and may not be extended longer than the length of the initially established time.[/list]
[*]During times of martial law the military will take over all regular policing activities that will be supplemented by the regular police force. Regular police forces will be equipped with military grade equipment and shall be deployed like military units.
[*]During times of martial law there will be a curfew between the hours of 2200 and 0530 local time. Any citizen found violating this curfew will be promptly arrested. Only citizens that have written permission to be out during curfew will be permitted to be out.
[*]During martial law:
[list=a][*]Citizens may be arrested for any reason;
[*]Citizens may be held indefinitely without charge;
[*]Citizens may not gather in groups larger than 5 individuals except in private residences;
[*]Citizens' speech will not be protected;
[*]Citizens will not be permitted to print, post, or disseminate any publications;
[*]Citizens may have their homes searched for any reason without notice;[*]All punishments for crimes will be doubled;
[*]Citizens may be sentenced to execution by firing squad and this will only require 7 separate counts of crimes classified as High Crimes in one trial. To be sentenced to execution will also have the usual requirement that the sentence be approved by a two-thirds majority in the Supreme People's Congress.[/list]
