Be it resolved that:

[list=1][*]All labour unions will be placed under the management of the People's Commissariat for Labour
[*]All labour unions will still be permitted to conduct their meetings as they have in the past.
[*]A representative from the People's Commissariat for Labour must be present at all union meetings.
[list=a][*]The representative will only observe the meeting to ensure all proper procedures are followed.
[*]The representative will not be permitted to voice their opinion on the discussion or measures that are discussed in the union meeting.
[*]The representative will report back to the People's Commissariat for Labour on the activities of the union during the meeting. This report will include the measures passed by the union, if any were adopted, and the subject(s) of discussion at the meeting. The report must be entirely objective in nature.[/list]
[*]Membership in a union will be required for all professions
[*]Unions will adopt an internal measure upon approval of a secret ballot vote by all members of the union.
[list=a][*]Secret ballot votes will be unnecessary if a unanimous voice vote in favor of the measure is made during a union meeting
[*]In order to call for a strike action a union must cast their votes by secret ballot[/list]
[*]Unions will be permitted to submit written petitions to the People's Commissariat for Labour in order to seek a redress of grievances related to their working conditions or wages.[/list]
