Be it resolved:

[list=1][*]The Committee for State Security will be granted the power to collect intelligence for the preservation of the State and the protection of the Revolution.
[*]Intelligence operations may be undertaken both internationally and domestically.
[list=a][*]External intelligence should be gathered to expand the information known about a foreign state and to further the goals of the State internationally.
[*]Domestic operations should be used to protect the State from foreign intervention and to ensure that protection of communism inside the Democratic People's Republic of Kirkland.[/list]
[*]The Committee for State Security will be permitted to undertake any actions necessary to further the goals stated in this act.
[*]The Committee for State Security will be placed under the administration of the People's Commissariat for Internal Affairs.
[*]The Committee for State Security will operate in secret. No operations of the Committee for State Security may be made public unless the People's Commissar for Internal Affairs deems that the release of said information will not hurt the ongoing operations of the Committee for State Security and will not hurt the reputation of the Democratic People's Republic of Kirkland.[/list]
