Be it resolved:

[list=1][*]All private housing will now be considered the property of the State
[*]Every citizen will be guaranteed housing.
[*]The Committee for Housing, a new committee inside the People's Commissariat for Civil Affairs, will have the power to manage housing.
[*]No citizen will be permitted to privately own housing.
[*]No rent or other costs may be forces on a citizen simply for residing in a residence to which they have been assigned.
[list=a][*]Heating on days when the temperature is officially below 50 degrees Fahrenheit will be provided without cost to the resident of a residence. The temperature in all residences on days when the temperature is below 50 degrees Fahrenheit will be fixed at 68 degrees Fahrenheit.
[*]Air conditioning will be provided without cost to the resident on days when the official temperature is above 90 degrees Fahrenheit. The temperature in all residences on days when the temperature is above 90 degrees Fahrenheit will be fixed at 72 degrees Fahrenheit.
[*]50 gallons of water and 15 kW of electricity will be provided free of charge to all residents each day.
[*]Usage over these pre-determined amounts will result in the incursion of fees on the residents of the residence that uses excess utilities. Rates will be determined by the Committee for Housing[/list]
[*]Citizens may not be granted "squatter's rights." A citizen's legal residence may only be that residence to which they are assigned.[/list]
