Be it resolved:

[list=1][*]Counter-Revolutionary activities and advocacy will be illegal.
[list=a][*]"Counter-Revolutionary activities and advocacy" will be defined as any actions or public advocacy that casts socialism, communism, any well known socialists or communists, the Communist Party of Kirkland, or the Government of the Democratic People's Republic of Kirkland in a negative light or advocacy of ideas that are contrary to or actions that intend to overthrow socialism, communism, the Communist Party of Kirkland, or the Government of the Democratic People's Republic of Kirkland.[/list]
[*]The Worker's Militia and the Committee for State Security will be empowered to investigate and, if enough evidence has been gathered that indicates counter-Revolutionary advocacy or actions, arrest individuals found to advocate or take actions that are counter-Revolutionary so that they may be tried before a Court for their crimes.
[list=a][*]The penalty for having been found to have advocated counter-Revolutionary ideas will be a minimum of 4 months banishment from the Democratic People's Republic of Kirkland and a maximum of 1 year banishment from the Democratic People's Republic of Kirkland.
[*]The penalty for having been found to take counter-Revolutionary actions against socialism, communism, the Communist Party of Kirkland, or the Government of the Democratic People's Republic of Kirkland will be a minimum of 1 year banishment from the Democratic People's Republic of Kirkland and a maximum of lifetime banishment from the Democratic People's Republic of Kirkland.[/list]
[*]Books, music, movies, and other forms of art, literary, or theatrical works that are deemed to be counter-Revolutionary may be banned from the Democratic People's Republic of Kirkland.
[list=a][*]The list of works to be banned may be determined by the Committee for Information and Press which will be under the management of the People's Commissariat for Internal Affairs
[*]The penalty for having banned works, either being held directly by the individual or being located in an individual's residence, will be a minimum of 3 months banishment from the Democratic People's Republic of Kirkland and a maximum of life banishment for the Democratic People's Republic of Kirkland depending on the severity of the offence.[/list]
[*]The People's Commissariat for Internal Affairs will be empowered to issue warrants to place listening devices, warrants to search a residence, warrants to seize property, and warrants of arrest as needed to prevent counter-Revolutionary activities or advocacy in the Democratic People's Republic of Kirkland. To protect the integrity and necessary secrecy of the operations previously mentioned, warrants may be issued secretly and there is no requirement to inform the individuals that are the subjects of the warrants that a warrant of any kind has been issued against them.[/list]
